altruists dont spawn after a certian point

in my save game, i have completed the 100 precent of the game including the entire checklist except for some random events, but i haven't completed the altruist cult shootout and when i try to deliver victims to the altruist cult, it does nothing. i have all the characters in the director mode, i have completed the secret bigfoot mission ( killing the beast), i bought all clothes and masks for each character, and i have completed gold medals in flight school and shooting range for all characters, including the railgun.

 

i decied to check if there are altruists in the director mode and i was surprised to see that there are! but when ii go back to the story mode, nothing at all.

 

 

so i have decied to download two save games from the internet - one that is fully completed and one that is close to fully completed

in the one that is close to be completed, altruists do spawn, but the random events of people that i can deliver dont spawn.

in the fully completed save game, altruists dont spawn, and the creator of that save game said that he has completed the altruists cult shootout, which is what i am trying to complete.

 

please help me with this

Do you even get the message that you can bring the victims to the camp when you pick them up?

There are specific victims that you can take there. Not all random event characters can be taken to the camp.

i know, i meant that when the altruist camp mission show up, i go to the cult but it does nothing because there are no altruists spawning
