This has been possible since last gen consoles in 2013 or so, nothing new.

If a nice cheater spawns cool vehicles or aircraft in heists, use it and enjoy the game.

The code for the vehicle is in the game files already. Modders just do their magic to unlock it.

That isn't modded. Its the Minivan Custom, and it has sliding doors.
