TheRealAndrew
I was playing GTA V as Franklin when I got disconnected from X Box Live. Suddenly, Franklin's voice changed into this deep, weird voice, that I haven't heard before, and when I talked to an NPC he always called them a socialist. It was like this, but a different voice. I think its pretty rare, since I couldn't find much when I looked it up.
Slonitram
Somehow his voice got mixed up with a random pedestrian's. Are you playing on PC?

Literally in first sentence he mentions disconnection from xbox live and probably then xbox one!

Spider-Vice
The footage is in 60 FPS, that's not Xbox One. You probably just found an one-off bug. Reloading should solve it.
