It’s a mix of the fact they’re autistic about minimising clipping issues wherever possible, the fact the game was originally made to run on hardware from 2006, and because the game is so old they’ve had at least a dozen different people in charge of clothing and fashion choices and texture modelling. It’s why with Redemption 2 they make a concentrated effort to ensure all the clothing works with all other articles of clothing from day one; so they don’t need 7 different ‘jacket’ categories to make things mesh and layer properly every time they add a new type of shirt.

these can be seen in the arena war. Chances of them adding them into game though are very unlikely, i think theyre done with adding new sneaker models
