Imagine if every new player gets an "incentive for joining GTAO" like 20 million GTA dollars. So newbies have a leg up on getting started and buy what they need/want. It sucks starting with $0.00 bank account and getting killed on freemode or being at a huge disadvantage compared to everyone else in the level 100s.
