Rockstar activation code issue

Hello, i have been getting a strange error recently.

when i launch grand theft auto 5 i am getting a window that prompts me to "Activate" the game by writing down the "Rockstar activation code"

The code is already written down for me. i cannot delete it or edit it in any way. when i click "Check" i get the error:

"an unknown rockstar game services error occurred. please try again later"

fixes i have tried: restarting my computer, restarting my router, and verifying the grand theft auto 5 files through steam. i have been looking at rockstar solutions for similar issues,

non of which have helped. any solutions? i didnt get this untill now.

Check your profile on Social Club. Does it say you own the game?
