Comment about the quality of this video?

So I have been trying many method throughout a month to find a sweetspot between file size and quality. This is one of my final tests before giving up I used AMD ReLive 30Mbps record and adobe premiere rendering with 25MB target bitrate.

 

But anyway I would appreciate any feedback. Tell me if this video's quality meets the acceptable standard....

It's watchable, but the bitrate could be a little higher. I'm not sure why it looks low, since you said you're encoding at 25 Mbps. Maybe try recording in HEVC in ReLive rather than AVC. If you do this, make sure you're actually rendering the video in Premiere as HEVC (h.265/x265), or it will be pointless.

I am thinking increasing the RadeonLive bitrate something high when I buy a RX 580. With r9 270x If I record using more that 30 it starts lagging. Unfortunately HEVC(h265?) is not available with my 270x. I'll try when I upgrade GPU. Thanks for the help mate

I recorded about 3 minutes of footage with the following settings, and I experienced some frame drops while driving through Los Santos, but it wasn't unplayable:

 

- AVC

- 30 FPS

- 50 Mbps video bitrate (maximum)

- 1080p

- 192 Kbps audio bitrate

 

Bear in mind that the frame drops were likely caused by my CPU, not my GPU.
