setting weapon offsets doesn't work

As you know, M4 and AK47 in San Andreas have incorrect pointing. I want to fix it by moving crosshair or camera little bit lower, I already changing weapon offsets in weapon.dat but doesn't work. I am trying DK22pac's advanced aiming mod but doesn't work.
