Glitched menu writing

I got a new PC recently and installed GTA 3. It was working fine on my old laptop, but now on my new desktop, the menu writing is faded and very hard to read, then when you enter into something, e.g. you enter into options, the writing just fully dissappears. I was able to start the game due to my memory of the menu, and the game seemed to work fine, just one thing I noticed is that the clouds were moving extremely fast. Any suggestions? I've never seen this before in the history of GTA 3.
