I think it was an oversight by Rockstar because they probably forgot to add it to the newly added spawn locations list.

Did you buy the living quarters as well? You have to purchase that separately if you haven't already then you can set it as a spawn point.

You need living quarters in order to be able to spawn there, same story with office & hangar.

If you haven't bought the sleeping quarters, like myself, just live out on the street like I do. I set my spawn location to "last location" as I usually end sessions at my bunker looking at the upgrades. Doesn't cost anything and I heard a rumor that if you live in the streets for 30 consecutive days you'll unlock a special ability that lets you talk to cats. Haven't tested that one yet.

I have heard this myself but not only that, once you gain their trust and drop them 500 p&q's they will lead you to the jet pack.
