Think about it.

 

If the Aliens in GTA V are canon, a time machine may be canon as well.

 

With that machine, CJ and The Truth may have gone back to 1892 (around the time RDR2 is going to be set) and got stuck there.

This is why we haven't heard of CJ in any other GTA game.
