It's a nice little teleport when you want it to happen, like the heist teleport.

 

What the hell caused it though? It's been happening to me repeatedly today.

Its probably a sync issue. Bunker interiors are located underneathe the docks and its probably spawning it on the closest and big enough area, which happens to be right above.
