[PC] Can't find full lobbies

I can't find any public freeroam lobbies that have more than a handful of people, even after hopping sessions for up to 10 minutes straight. Sometimes I'll get really lucky and find myself in a lobby that has 10-15 people, but it's kinda rare.

 

I have no problem joining them through invites, it's just the matchmaking that doesn't work with them. I have no other abnormal connection issues with the game (lobby splits, etc.).

 

I've added all game-related executables as exceptions in the Windows firewall, and it didn't seem to affect anything.
