We got new rims for motorcycles with Bikers, and you can use the wheels on all/most motorcycles, including ones that we had before Bikers. So I think there are two scenarios at play here, either they are saving them for a future "tuners" style update, OR what I think is more likely, is that they don't want every vehicle to have access to Benny's rims, simply so players are forced to buy the "upgraded" vehicles. For example, let's say I want Benny's rims on my normal Sabre Turbo, but I can't, so I have to upgrade it to the "Custom". Is there a limit? yes, you'll have to create a crew, you can only have one color attached to your crew at a time, but you can change it whenever you want, as many times as you want, and it won't overwrite crew colors you've already put on vehicles. It doesn't have the same texture and seems to be color coded to the primary body instead. Would be even better if it idled like those cars since they use the same engine models.
