Question about Ghost Organization option

As I was playing as a CEO, someone blew up the vehicle I was attempting to sell. Eventually he went onto the rooftop of a brick building near the cheapest executive office & he'd pick kill anyone from there..Every time I went up there to get him back by climbing up there, he was always able to see me coming (or so it seemed) & he'd shoot me before I could. I would've used a helicopter to take him out, but I can fly worth diddly in them using my keyboard. Can other players or organizations see other organizations during the time the ghost organization ability is activated? If so, then what purpose is the 'ghost organization' ability if? I've used it on CEO missions without anyone attacking me, so was I just lucky that no one was after me then?

1-your moves were predicable

2-PR scopes benefit from an unrealistic feature: it increase sounds. This allows to spot off radar jets/helicos easily.

3-Thermographic scope: if you run(+you run with a weapon...), your silhouette looks different from NPC. Hence its easy to spot an off radar pedestrian.
