That's probably a glitched Anti-Aircraft launcher, this game is so laggy that I got so used to seeing weird things like that :D.

Interesting, it seems as if the anti-missiles thing didn't load properly or something along those lines, someone I know had a weird bug, he had a bugged interaction menu, CEO options while he was registered as an MC, like I said before, this game is so laggy to the point where this stuff became pretty normal at this point haha
