Basically, this would be the second GTA game on a Nintendo Console (the first being Chinatown Wars for Nintendo DS). It would have graphics and framerate close to the Xbox One and PS4 versions of GTA V. It might not contain GTA Online, but in exchange, all Online exclusive vehicles will be available to buy in Story Mode. In addition, a new exclusive vehicle is added: The Go Kart. By scanning an Amiibo character while playing GTA V, you unlock new liveries for your Go Kart, for example, scanning a Mario Amiibo unlocks a Mario livery. You can use the Go Kart in Go Kart races, which are located around Los Santos and Blaine County.

I know, this probably sounds dumb.

Wrong. The NDS is a handheld, not a console. You don't know what you're talking about.

It could definitely work, but Rockstar is way too egocentric to develop on Nintendo hardware. It's too late anyway.
