GTA has been called a murder simulator for you-know-what. They've went far as calling it an adult product because of hot coffee.

Now imagine the headlines when GTA has children in it: "MODS LET PLAYERS KILL CHILDREN IN GRAND THEFT AUTO!!!", "GTA PROMOTES CHILD ABUSE", etc etc...

Children could like spawn only at trade fairs, schools, areas where guns are not allowed and fight buttons disabled.

It would be nice as very few open world games feature children. GTA games don't encourage the slaying of innocent people (This isn't Hatred or Postal we're talking about here) so as long they don't do something stupid like include them as part of a mission I think it's time to change things up honestly just like adding animals did.

Jack Thompson - although he's banned from taking Rockstar to court. He tries but can't legally do it now.

Generally bad press - Took Rockstar years to add animals such as dogs, cats, etc and allowing to harm them because of that very reason so kids is a long time off at best.

Apparently 9/11 but this is probably more of a throwaway excuse from people trying to look at any reason. Apparently they were in GTA III but were removed as a mission from Darko had you blowing up a school bus and you heard them scream as you did it.

School shootings/university campus shootings - This is a very serious problem and if this was even remotely possible in GTA games, the backlash would probably be worse than Hot Coffee.

Okay, you know how in Bethesda games, all the kids are invincible? How you can't kill them? I think there's a rule or something saying you can't murder children, so i guess Rockstar had the option of either leaving them out entirely or having them be unkillable

There was also something with the first 3D title. It was actually planned way back in gta III where claude was assigned to blow up a school bus full of children from Darkel, a cut character in the beta. Really hasn't been any other gta where R* planned to have children in. Gta 3 was the closest they got with this idea. Then sh*t happened with 9/11 and everything changed with III. People, Rockstar themselves have said the mission to blow up the school bus with kids is a rumor. Yes, there was a school bus in the Beta, but that doesn't mean it would be involved in any missions. Rockstar may be pretty crazy, but I don't think they're that crazy.

the ironic thing is, if you disable that kid invincibility in Skyrim, the kids actually have their own voiced death sounds, so Beth did actually consider that at some point, which is f*cked up now that I think about it

The lowest age I'd welcome in a GTA is between 15-17 if the game features a high school that's known to have gang/drug activity going on around/in it.

 

Otherwise I have no interest in seeing mothers or fathers walking down the street holding their toddlers hand, or a group of elementary/middle school kids walking around a neighborhood, school campus or riding the bus that any one can blow up, shoot, or stab for sh*ts and giggles.

 

Couldn't careless about what the people who whine about GTA has to say but there is a line and I don't think this one should ever be crossed.
