Getting back into modding

Hi, I haven't played this game since 2015 and now that I'm trying to get back into Story Mode, I was wondering how to best mod my game and what mods to use.

I remember modding having been really tedious and time-consuming back then, where you had to edit all these different files via OpenIV and now I was wondering if this process has become simplified and what programs I should use.

As for the mods, what are some lore-friendly must-haves I should definitely install?

I'm looking for:
*basic requirements such as scripthook
*a decent trainer that includes the latest weapons and vehicles (probably gonna be going with EnhancedNativeTrainer, unless y'all know a better one)
*mods that enhance graphics and realism

*mods that enhance the things found within the open world (eg by adding new spawns, locations, etc)
*a mod for police presence on the streets and more diverse police resonses (no military though)
*mods that make content from Online available in SP
