In GTA San Andreas you can make a couple billion in the first leg of the game just by betting everything on the horse with the lowest odds at the betting shop, and reload until you win. I'm guilty of the horse betting exploit, but I put that on me for not being able to resist the temptation to make big bucks early on and it being available from the start. In RDR you couldn't start playing poker, blackjack etc until later on in the story. I'm not sure how they could limit people getting more money than they need, but offering gambling in bite sized portions would be a start.
