Is there a new feature where players you have not killed can get ghosted to you?

I saw a congregation of tasty white blips on map killing each other and I was about to join in the fun. The moment I get there, I wasn't able to shoot any of them but they are still able to kill each other. Their blips remained non passive but the characters turned translucent. I was shooting through them and they seems to be unaware of my existence. I felt lonely that night.

 

The only ghosted feature I know is for players you have killed multiple times. But this time these players were clean of my bullets.

This is a bug that may occur after playing the VIP Mission "VIP Deathmatch", between two organizations.

After the "VIP Deathmatch" is finished, some players who participated in it will still remain ghosted to other players in the lobby, despite them not being part of any Organization anymore.

I see. Is it a long-staying or recent bug? I have not encountered this only until these 2 days

Long staying, I experienced it even before Import / Export I believe.

I encountered a guy on xbox one the other night his character was completely invisible (no name tag above either) and was off the radar for over 6 minutes. Landed his buzzard in front of me and kept opening and closing the door of the chopper, then attempted numerous times to get into my car (could hear him pulling on door handle). I believe he only made himself visible again after I bitched at him and implored the lobby via VOIP to report him heheh.
