I don't mean 2 my accounts, but what if I have a friend that want to register on GTAForums and we have the same IP? Can he make account or he need to do it by proxy or smth? I'm using T Mobile mobile data that does not allow me to go on this site, so I'm using VPN sometimes with different locations to bypass the block. Does this change IP to your view?
