Well, the title says everything for me. Here's the question itself: Is there any way of creating my GTA Online character as a ped in singleplayer and if yes, what are the tool(s) that I need for this?

Are you asking for in the game itself or for Director Mode?

 

If so i believe you can use your Online character in Director Mode but not as a ped only as yourself

 

There might be a PC Mod out there for this kind of thing but i'm not 100% sure you're best bet is to look on https://www.gta5-mods.com/

Then no but like i said if you're on PC look @ the mods and you might find a mod that allows that

Try Skin Control. It's pretty good and it detects new content automatically.
