As per the title is there any possibility I could get the outfit as a saved personal outfit? Tia

You can also glitch one out of Land Grab and Deadline Adversary modes using the Save Adversary Mode outfits, details of that can be found on Se7senins.

 

However far eeasier to buy it as you get more colour options than appear in the game modes.

And don't forget you can set the flashing style (uh, phrasing) in Interactive Menu ;)
