Should the Video Editor come to the PS3/Xbox 360?

Should the Video Editor come to the PS3/Xbox 360 version of Grand Theft Auto IV? I know PC has this feature, I hope it came to the PS3/Xbox 360 version. Should Rockstar add it in an update? I really want to make and edit videos.

 

Also, should the Rockstar Editor come to the PS3/Xbox 360 version of Grand Theft Auto V in an update?
