Wrong interior is loaded when entering arrow doors

I stumbled upon this weird glitch where when I enter an interior it teleports me somewhere completely different like for example I enter the driving school and instead of going inside I'm teleported to the rooftop of Caligula's Casino. I don't know if this is the effect of a mod or a glitch

This glitch is usually caused by a modification to the enex entries in the text IPL files, or the sequence that the IPL files are loaded by GTA.DAT. The save records the relative links between the enexes (warp "doors" usually with yellow markers). When the sequence of entries is altered those relationships break down. Restore your map files to the state they were in when the save was created, or start a new game. If you want to use an IPL mod with enex entries then add the reference last so it doesn't mess with the standard connections.

I downloaded a save once and entering the big pointy building in SF teleported me somewhere inside an interior with some guns lol.

That could have been a "Chain Game" save, which are easy to share on PC. I've got versions for PS2 and posted some test mods for Android, but I'd think those saves would be quite rare at this point. It's a trick we learned from the glitch posted above. The CG saves feature "Armory" hideouts hidden behind less-used enexes by carefully tweaking the links between enexes in a way that works for players without mods. The armories all use the unused LA Big House interior that's been stashed full of a selection of the best weapons with plenty of ammo so it's always easy to restock. There's a CG armory accessed using the top enex on the pointy building in SF.
