Cannot buy businesses?

I've gone to every "purchasable" business in the game (green house w/ dollar sign) but there's no For Sale sign at any of the businesses. So basically I can't buy the businesses.

 

Anybody know what's wrong? Story is 100% complete and I'm playing Michael. I have enough money as well.
