Yes, that's essentially it, we're the IAA's warmongering slaves who are dumb enough to purchase properties and equipment the agency doesn't need anymore.

 

Remember how in Steve Haines in GTA V ranted on and on about the IAA employing terrorist plots to fool the government in giving them more toys and funds? This is just them doing the exact same thing, but with mentally challenged morons that own flying bikes and chuck around explosives instead of creating a toxic nerve agent in a lab.

The IAA if compared to their real life counterparts (CIA, NSA) we learn that they get billions of dollars in funding, there for making the money we can make with bunkers which are mere millions almost null and void to them, they could care less about us buying used APCS, stupid race cars and sh*tty flying bikes from the 70s as long as it keeps their funding at the maximum. Originally the bunkers were just going to be sold to us as random bases from Agent 14 but once he got THAT call everything changed, thats the moment we were hired by the IAA under the ruse of a shadow organization to sell weapons all over LS to cause mass destruction around it, steve haines is dead, michael, franklin and trevor are no longer working with the FIB and are most likely keeping a low profile ever since robbing Maze bank there for making it all too easy for the IAA to do whatever they want with san andreas. Hopefully as f*cked up as the GTAO story is, this is the case for it

Exactly, with steve haines dead (the IAAs main pain in the ass during the time of story mode) and out of the way the IAA has free reign to do whatever they want to keep their funding going as strong as possible

Great Fandom OP I would agree with you. But Imo you're giving Rockstar too much credit.

 

But I'll definitely keep this in my head while role playing, will make it more fun to know I'm working a false flag OP!

 

As others pointed out seems Rockstar cares little or not at all about a gtao story continuity, fans like yourself have done more to flesh out a story then they have.

I'm pretty sure he's dead.

On my third playthrough I reloaded a few times to try and make him survive.

If you don't kill him directly either one of the FIB or Merryweather goons do or he gets clipped in the crossfire.
