McIn Tyler
I'm taking a guess it's running at that speed cause it's rather slow. I have dedicated video memory of 128 but I bumped it to 1k on the commandline.txt file. Not sure how else to make my game run faster, since I have all the settings turned down to the lowest possible. My PC specs: Intel® Pentium ® CPU N3700 @ 1.60 GHz 1.60 GHz Installed RAM: 4.00 GB 64 bit operating system, x-64 based processor
Canadiian
Do you have any backround apps open? (Ctrl+Alt+Delete ---> Task Manager ---> [Windows 10] Show More ---> Processes)
Mr.Kurowski
1.60GHZ? That's not too good for GTA IV as it needs around a 2ghz CPU minimum.
ViceBoy69
Hes also using Intel HD graphics and 4gb of ram, not really man enough to run GTA4

Queen Elizabeth II
You should consider yourself to be be lucky to run it with 12 FPS. With your PC it must be a problem to run GTA SA. Edited September 16, 2017 by Queen Elizabeth II Le Pro Noob
D T
That's actually quite impressive for those specs.

nonethenone
GTA IV's port is awful and that may cause your fps to reduce and reduce.
Santoslosvargas2567
I get 30-40 fps on a crappy 2009 PC. All lowest possible settings including potato resolution. I think the physics are the problem because you are only lowering the graphics.
M.K.N.
Get a better computer. Not even a better computer can withstand GTA IV's horrendous optimization. Not to mention the outdated GFWL R* still uses, which baffles me to no end.
Emo_Amz
This is less R* issues and more using on board graphics. Plus your CPU isn't helping either. And really more RAM would help. I've noticed that V runs better than IV on my own machine mind you so there's definitely issues with the game too.
