Casino for last DLC? *Tin foil hat required*

Thinking about it again guys. I can't remember if there was a definitive answer for why the casino wasn't open but I think they may leave it until the last DLC.

 

Reasons why:

 

Makes it so players dont become insanely rich whilst R* still release DLC (Allows further sales of shark cards and progression)

 

Stops people from exploiting a way to gain lots of money from it

 

Keeps players entertained even after no more DLC

 

Throughout the whole time the casino has been on the map it has had the opening soon banner on it and Rock star could have easily changed this if plans changed

 

Makes sense as with the end of the game people would no longer want to buy shark cards
