How to get the worn skyblue Tornado?

I'm having a lot of trouble getting this on PC.

 

How do I get this vehicle? Where do I go to find it? What in-game times are the best? Do I need to be in a certain vehicle for it to spawn? Does being in a certain vehicle help?

 

For anyone that doesn't know which car I'm talking about, I'm talking about a rare paintjob on the rusty Tornado. It's in the foreground of the left of this image: http://s12.postimg.org/obln896bh/12239333_796284903832679_3808028520913630790_o.jpg.

Rusty Tornados tend to spawn pretty often in front of the Sandy Shores police station. So how I got it was driving (any car seems to suffice btw) a particular path: the left road from the station to the crossroads with AmmuNation, there turn left and go somewhat slowly to the end, there turn 180 and go back the same way while turning your camera away from the station all the time until you get to the front side of the building. That way cars (rusty Tornados, Emperors and BF Surfers) spawn more often, and if you don't get what you want you have enough time and distance to trigger a change.

 

That way you can find it solo. Additionally you can gather a collection of not needed common rusty Tornados nearby and have a friend watching it so they don't dissappear and the chance of rare colors increases.
