Downscaling in video game terms is basically running the game game at a higher resolution than it's being dispalyed - GTA V has this option on PC in advanced settings called frame scaling (it's known by a couple of different names). It improves image clarity. If just the image was downscaled, it still wouldn't damage the quality of it, but the image shows trademark signs of being enlarged anyway.
