GTA Launcher Not Responding after Win10 Creators Update

So I updated to the Windows 10 Creators Update yesterday cause it is suppose to be faster. Well it is. I can start GTA 5 fine but after a few minutes of gameplay it comes up with the GTA Launcher Is Not Responding message. After doing research I found out that it is cause of this file needs to be added to the install directory. It is the d3d9.dll file. You can copy it to the install directory by copying it from C:\\Windows\System32\d3d9.dll They say it fixes the issue. I read that article and it dont mention anything about getting banned says the file is safe to use. So Im not sure what to do here. Also I dont have MSI Afterburner and I unstalled Rivaturner. So if anyone has a idea what to do please let me know! I know more people than me will have this same problem.

This is perfectly safe. It's just a file used for DirectX. A lot of games have similar issues - even other GTA games. I did this before on my old laptop when I had a similar issue and I never got banned and it fixed by problem.

So now getting the Grand Theft Auto has stopped responding message. Maybe it will be ok after I update some drivers?
