Pretty likely it was robbed before you arrived. I guess it's the store at the station you need to rob for Lamar, right? Had the same issue on PC a while ago. I've just restarted the game and was able to rob it. I'll bet this works on PS4 too. Otherwise wait a bit - there's a timer for respawning of the clerk (no idea if this works in the "mission", though.

Have the same issue. Trying to snack up and there's no one in the store. Changed sessions a few times and even restarted PS4 and no luck. Something goofy going on.

(Have not tried snacks at office building so no idea if that works).

Shop keeper apoo says : we cannot go on like this we try fighting back but they bastard they bring big gun or stick i fear for my wifes and children :D

This happened to someone I was in a party with yesterday. He was doing the tutorial and had to rob the store for Lamar. The cashier wasn't there and he couldn't empty the register himself. He had reset the console, and it still wouldn't work. We had him just keep driving up and down the street until the cashier spawned. When the cashier actually spawned, he still was unable to rob the store because the cashier just ran away. He wasn't able to finish the tutorial because of it.

Update 1:50 PM: Store clerk NPCs are now being reported as back across all platforms, though there is still no explanation as to why they were gone. Original story as follows: GTA Online players noticed something odd yesterday: all of the convenience store and liquor store cashiers are now gone. 12 hours later, these characters are still missing and nobody knows what happened.

As many of you know, GTA Online convenience stores are operated by one NPC who will sell snacks and drinks to the player. Since it’s GTA Online, you can also just pull out a gun and rob them. There are over a dozen stores around Los Santos that players can enter and rob—and right now, every single one has no staff inside. I checked each store across the digital state of San Andreas and every store was the same. No clerk. Some stores still had NPC patrons coming up to the counter, waiting for a cashier to check them out. They would wait for a while then leave, probably confused.

I had this issue last night on Xbox one. I needed to rob a store for the daily objectives, but someone else robbed it before me. I went to every store in the game & I still couldn't rob them. I eventually restarted the game & they spawn back.

 

If you are still having issues with it, restart the game & go to an invite only session.

Maybe the NPCs needed to pick up some snacks from all the office secretaries since they seem to carry an endless supply.

Switchings sessions worked. Perhaps some testing is coming on with near future update that includes the stores.

 

Maybe get quadruple cash once robbed, R* did the double payout robbing stores once, was fun.
