If this zone is controlled by a gang, the game will still work. There are glitches people have done to actually capture it without the use of external tools, e.g.: . I'm not sure what your save editor actually does though, so I can't say the effects will be the same. Regardless, you should always keep a backup of your save when you're messing around with stuff like this. Make a backup of your save file and try it, see what happens .
