TAX REFUND IS THIS REAL?

As per topic found this on twitter is this everyone or just the noobies? Do you have to be a certain level, played certain amount of days, I never seem to get any bonus or giveaway money so throwing it there....

From the what I read on the R* newswire I would say as long as you login to GTA online this week then you will get it. It's not tied to level or play time as far as I know.
