After playing around in Free Roam for a while, killing players and running from cops,

Your question was a bit confusing, and seems to be split into two separate parts.

 

The first answer is a $2000 bounty set on another player, which is only a $1000 bounty as far as every else is concerned (nice 100% commission, Lester!)

 

And the second answer is a mugger sent by Lamar.

I never understood why they chose to upcharge the Bounties. They don't upcharge mercs, muggers, or remove wanted, so why this?

 

Nowadays I only call a bounty when I want to locate a player I want to attack on the map. lol!

Perhaps it was too vague – I tried to be hintful in the color of the text, too.

 

I completed 25 stunt jumps around Los Santos which were required to unlock and purchase Lime Green paint.

CORRECT.....except no tire spoiler, the Stirling is $975000 stock & worth every dollar, I've wanted this beauty since it was introduced.

Ah, then I won't get it, I've only been to Benny's once, I was curious how much the elegy conversion cost.
