Casino Idea

I was just thinking that it could work if Rockstar introduced a brand of tokens or chips that can't be purchased with neither real or in game money but instead is given to you when you go inside.

 

Let's say you're given 1000 of them and with those tokens/chips you can earn even along with RP when you win any of the games in the place. but if you lose it all you can either wait 24 hours of game time before the Casino will give you another 1000 to play more, or you can rob pedestrians of their chips but risk getting banned from the Casino for so many amount of days if you're caught by the police.

 

This way Rockstar doesn't have to deal with casino licensed issues by getting real money involved in anyway.

With your idea, rockstar makes no money, so they wouldn't make the dlc in the first place.
