Just fits the theme way more than the Classic cars and special vehicles we've been getting. It's just armored like the Kuruma, nothing special about it. It won't come with Gunrunning, it's one of the dripfeed vehicles. Considering R* consider GTAV and Online to be two seperate games, despite accessing one through the other, you should consider the Duke o' Death as one of those "classic" cars, in the sense that it's from a previous GTA game and is often requested by the fans, as with the Infernus and Turismo Classics. By your logic, every car that was in GTAV when it launched, and wasn't DLC, is "classic". You're literally saying that 75% of the game's vehicles are "classic" now... Online is a separate title to V, but it's (as far as I know) the first game to take place in the same location as the game previous to it, San Andreas.
