Who are these artwork dudes?

Like the title says, who are these two artwork dudes getting out of the Schafter with Niko supposed to be? Obviously it isn't reflective of any ingame events.

 

Are they supposed to be Irish mobsters or something like that? Discuss, I dunno

I just went into gta4.net but it didnt have any description but you can go in gta wiki or ... I cant go because i sm in iran and it needs vpn but i think its in bohan because on the right its writed used auto parts i think

They look exactly like the Irish Mobsters, you're right. I guess it's something relating to the McReary missions.

They are just random concept arts, like all the ones that appear when you start a new game, probably done quite early in development. They're not meant to represent any in-game events or characters (except Niko).

Yeah, they're based off the models of those Irish mobsters you find around Steinway. Probably to tie in with Niko's involvement with the McRearys.

Thats a stubby shotgun, it a variant from black version. I think it got replaced by the sawed off shotgun in TLAD. Good choice by R*. But for Vanilla IV, it would of been pretty good if we had a lever action shotgun.

They look like members of the Irish mob. They usually spawn near the Steinway bar.

I'd like to pretend and imagine that they're actually concept artworks, but I could be very dead well wrong.
