In mouse settings, we have "steer with mouse" and "fly with mouse", what this settings do?

And i can disable usage of arrows for a plane?

And how to know the location you are in gta-sa without mods?

Those options are self-speaking. With a little bit of thinking you'll know.

Press ESC > navigate to MAP > then hover your mouse to where your character is, the name of the place will appear afterwards.

And steer with mouse, what it's "steer" ? It's "drive" ?

Steer with mouse: if enabled, your car will steer when you move your mouse, rather than A and D.

Fly with mouse: if enabled, your aircraft will follow your mouse. If you push your mouse upward, your aircraft will nosedive. If you move it left or right, your aircraft will roll left or right.

You can find your location by pausing the game, going onto the map, and hovering your cursor over CJ's blip. It will name your location on the bottom-right of the map.

Exactly what is said here! I enjoy flying with the mouse. Feels a lot more natural to a real flying experience.
