Have you thought about putting this into the game yet? Would probably be a good to test this at some point before you find out you have to redo a bunch of stuff.

When Ghost Town is finished I'll put it in game. I'm not sure how to make prelighting yet, tried radiosity but failed.

Don't expect "I'll put it in game" to go smoothly. Do you have collision models and LODs for instance? Prelighting was mostly done with omnis by R*. There are also 2dfx and path data you'll have to create (and currently paths are a bit of a a problem because there is good way to create or edit them). I have written a map exporter for gta3d once that I never finished, but it would be cool if we could test it with your map. The probably biggest problem will be limits. I hope that it will be possible to get this thing working at all.

I know about this. Cols are easy, LODs will be harder. I can give you a link to my backup. The models aren't prepared for export tough.

Vertex paint works too. Both work fine if you keep it mostly black & white (with some exceptions).

I wouldn't do vertex paint, better do it like the RW documentation says (and how R* did it) and bake the prelighting into the model (Utilities -> Assign Vertex Colors).
