Character transfer to PC without activation code?

So my friend is in the process of building a gaming PC but it won't be finished in time for R* preventing the character transfer at the start of March. We tried enabling the family sharing on Steam on my PC with his account but GTA still requires the activation code so is there any way to bypass that without buying it just to get his account over.

I don't think you can.

He will need to buy it anyway, so why not buy it now?
