The aberration effect? Theres probably alot of ways to do similar effects.

 

One way to do it is like this:

So let's say I want the Dukes to have the effect, so I'm making a new layer from the selection

 

 

 

 

Right Click the new layer and choose Blending Options

 

 

 

 

New window pops up, take a look at the Channels, you'll see R G B and they all have checkmarks.

 

 

 

 

Uncheck the 'R' (Red) Channel and press OK. Now select the Move Tool and nudge the layer to the direction you want with arrow keys.

The image should look something like this, I moved the layer little bit to the right

 

You can play around with the G and B channels too to get different color results.

Maybe try a big Red brush with hardness 0% on a new layer and then move it to the side and play around with the opacity
