The most badass antagonist for me would be Tenpenny, he's by far the baddy with most presence in any gta, he had Carl under his thumb during the entirety of the storymode. Billy is a f*cking asshole too, just a f*cking prick. Bulgarin is a f*cking manchild but that doesn't make him any less threatening, too bad they didn't involved Luis' mom in the final missions or something to step up a notch on the vicious aspect. It's easy to associate with people like Sonny or Tenpenny as they conform to cliches we've seen in countless movies and tv shows. Especially Tenpenny who's basically an Alonzo Harris rip off. Dimitri was R* thinking outside of the square and proving antagonists don't have to be power hungry nut jobs with anger issues or corrupt law figures. Eugene H. In fact, he is one of the best antagonists in gaming history. Yeah, he might be one of (if not the most) villainous antagonists in the series, but badass? Not as much as Billy, Tenpenny or even Armando. You can notice that in his conversations with Faustin, and even in the Deal ending.
