Can I transfer my old character on a permanently banned account to a new account?

I'm sure that would cause a new ban. A ban is in place on the character. If you get banned, and are able to start a new account/get a new game, starting over is obvious.

No. A banned account is blocked for 20 years from the social club. You have to create a whole new gamer tag ans social club account. Possible a new copy of the game and new console depending on what system you use. Price to pay for cheating.

Social Club bans are now permanent, not 20 years.

 

However, it may be possible (if the banned account is more than 1 year old) to change the SCID (username) of the banned account and then register your new account on the original (old) username, that was attached to the account that had been banned. Maybe.
