EDIT: Revised concept as a SecuroServ update.
-----------------------------------------------

Yes, yes, I know there's a lot of talk about GTA Online being abandoned in terms of DLC, but whatever, we can still dream.

Ahem.

==================

SecuroServ Freelance Update

"SecuroServ is expanding its offerings to prospective clients in the San Andreas region, and is looking for a large number of specially skilled individuals to add to our ever growing security enterprise! Now available to eligible candidates, a unique opportunity to work as a freelance security specialist, responding to the on-call needs of our many clients. Simply download and use the SecuroServ app on your smart device to get started!"

=================

The SecuroServ Freelance Update could be considered a more focused spin off of SecuroServ CEO/Associate gameplay. SecuroServ now offers services similar to Merryweather, but instead of AI responding to the call, YOU, the player, will fulfill that role. Currently, a player can call Merryweather and select an option for assistance - backup chopper, mercenaries, ammo drop, etc. Those same options, and more, will be available from SecuroServ, except a player will be required to respond to the call.

Clients:

Call SecuroServ and select the service you require from the menu, just as you always have with Merryweather. You will not be charged until the service has been fulfilled, and the payment will be based on the success of the service. For example, if the player does not show up on time, there is no charge. If the player shows up but fails to assist, payment is cut in half. If the player shows up and successfully performs the requested service, you will pay in full, and the player will receive bonuses from SecuroServ for exceeding performance expectations (killing more AI or players than requested, etc). You will also have the option to "Quick Hire", in which SecuroServ will dispatch the most readily available Mercenary, or select a specific player you want to hire (if available) based on their displayed skill rating (Mercenary performance will be graded separately from GTAO player level). Service Fee increases with Mercenary Rating.

Freelance Mercenaries:
Open the SecuroServ App or Quick Menu to Register as a Freelance Mercenary. This will make you available to respond to assistance requests from other players at any time. You must be available at all times while working as a Freelance Mercenary, so you may not participate in any jobs or challenges that cannot be quickly abandoned. Freelancers will be paid a bonus for successfully completing a request. While registered as a Mercenary, your minimap icon will be displayed as the SecuroServ triangle logo. Other Freelance Mercenaries are designated as friendly, and friendly fire is disabled.

When a call comes in and you are dispatched, you will receive a phonecall from the SecuroServ Operator who will inform you that you've been hired for a job. You will be respawned inside the vehicle required for the job. If it is an aerial vehicle, you will be spawned in the air and the craft will be automatically controlled until you press a button/move a joystick. If a land or sea vehicle, you will be spawned inside the vehicle within the relative vicinity of the client. The vehicle will come with AI partners to assist you, if applicable, although you can defer control of all vehicle weapons as desired. You will have X amount of time to respond to the call and arrive on scene.

Mercenary Rankings:
Your skill matters! The more requests you complete successfully, the higher you will rank among the Freelance Mercenaries. The higher you rank, the better the equipment you'll have access to (Mesa becomes Insurgent, Buzzard becomes Savage, Lazer becomes Hydra etc), the more money you'll make, and the more it will cost for a player to hire you. So when a player client is looking through the list of available freelance operatives, your SecuroServ Mercenary Rating - and specific fee will be visible to them. They can choose to pay less money for a lower ranking merc, or they can pay more money for a more skilled merc. It's up to them.

Unlocks:
Each SecuroServ Mercenary Rating rank will unlock new clothing, weapon skins, and more.. including, but not limited to:
-SecuroServ Mercenary outfits
-SecuroServ branded casual clothing (hats, t-shirts, etc)
-Discounted prices on military vehicles adorned with SecuroServ logos
-Flat black "stealth" paints for weapons
-And much more!

As Helicopter Backup:
You will be directed toward the Client. All players and AI hostile toward the client will be marked as a target for you. Provide helicopter support for the player until the time runs out, or you are shot down. You are paid based on your performance.
As Mercenary Backup:
The player targeted by the client for a Mercenary hit will be highlighted. Attack the player with your AI compatriots, and kill them within the time limit to successfully complete the contract.
Airstrike:
The flare will be marked on your minimap, and you are to activate the airstrike as you fly overhead. Mission is considered successful if you drop the bombs on target, regardless of whether you kill a player or not. You receive bonuses for each kill.
Ammo Drop:
You have a limited amount of time to drop Ammo to the client. You must drop the package on target to be successful.
Air/Boat Pickup:
As simple as it sounds, you will be provided a helicopter or boat with which to collect the client.

NEW Support Options available for clients exclusive to Freelance Mercs (AI won't do these jobs). These options are only unlocked for Mercs as they climb in rank.
-Sniper: Clients can now hire a sniper to assassinate a specific target from a distance.
Freelancers will be directed to the target's location, and it is up to them to manage a kill with the sniper rifle. You may ONLY use a sniper rifle to eliminate the target, no other method is permitted. Give the client what they pay for!

-Assassin: Clients can now hire an inconspicuous assassin to get close to their target and kill them when their guard is dropped.
Freelancers' appearance will be automatically changed to resemble generic NPC's, and their minimap blip will be removed. They have a time limit to approach the target and eliminate them with a melee weapon or silenced firearm. Melee kills earn a larger bonus. Completing the kill without taking damage earns a bonus. Targets will be able to recognize suspicious activity if they are paying attention, so act casual. You will also be provided with a single-use car bomb that you can plant on a target's vehicle. It is inconspicuous and hard to notice, but careful observers may spot it. It will detonate only when the engine is started. Car bomb kills also earn a bonus.

Freelance Crew:
Top Tier Mercenaries will have the option to form a crew with other top-tier mercenaries to roll out on jobs together. Once you have achieved the top rank, you can sign up for crew work (a toggle option), and upon accepting a job, SecuroServ will automatically put a crew together to handle the task when applicable. Grouping priority is given to friends or crew members in your session, otherwise you will be assigned to strangers who are eligible.

Clients hiring Freelance Crews should expect to pay more for this premium service.

Ranks and Abilities
SecuroServ needs you to prove your skill before allowing you to use certain weapons. The higher your rank, the more weapons you will have access to.

Ranks, in order:
Probation- You haven't yet proved yourself. You may use most standard and automatic small arms. Explosives and heavy weapons (minigun) are prohibited. Sniper Rifles are prohibited.
Amateur- You've got some confirmed kills under your belt, so your arsenal has been opened up to include thrown explosives and Sniper Rifles.
Professional- You clearly know what you're doing. You may now take Sniper assignments, and the minigun has been added to your arsenal.
Operator- You've proven yourself to the point that you are now allowed to utilize heavy weaponry including, but not limited to, RPGs, Homing Launchers and Miniguns.
Assassin- Your record of stellar performance has earned you the highest honor. All restrictions have been lifted and you may now accept Assassination missions.

New PvE and PvP Jobs:

Training Day (SecuroServ):

Training Day is a Co-Op job series that puts you and fellow Mercenaries in scenarios similar to what you will experience "on the job". Each Training Day job (Training Day 1, Training Day 2, etc) will feature a different scenario, including:

-Air Support: 2-4 players, use a Buzzard to protect AI targets on the ground from AI attackers. Assign roles in the job menu: Pilot, main gunner, side gunners. Each version of this job includes a different aerial vehicle.

-Ground Support: 2-4 players, deploy in the supplied vehicle (Insurgent) and defend the AI target from AI attackers. Protect AI target until time runs out.

-Sniper Training: Simulated sniper battle in which the minimap blips are disabled and you must use visual spotting to identify targets and eliminate them using the sniper rifle only. This is a competitive mode pitting you up against other trainees. Area of play is limited and marked by a large glowing dome. In addition to tracking and eliminating opponents, you are compelled to move every 60 seconds to collect an item, otherwise you will be highlighted on the minimap.
-Incognito Training: Go head to head with fellow trainees to see who can blend into their surroundings the best. Last Man Standing type mode in which players are made to look like generic NPC's. You will receive a photo of your target on your phone. Walk and behave like an ordinary citizen to position yourself close to them and eliminate them using a stealth melee attack or silenced weapon. Players must collect items placed on sidewalks and in buildings within the play boundaries, to keep them moving and not camping. You will receive a new target once you have eliminated your current target. After you kill a target, you will also be given a new disguise. Once you are killed, you are eliminated. You have limited ammo. Attempting to "spray and pray" is not advisable - killing anyone other than your target, be that NPC or human player will remove your weapons for 30 seconds. The player who reaches the kill limit, or with the most kills when time runs out, is the winner.

Original Post:

Merryweather Security Consulting is pleased to announce OPEN ENROLLMENT for citizens of San Andreas! Yes, due to an unforeseen uptick of employee turnover, Merryweather Security Consulting is seeking a large number of specifically talented people to join our Freelance Mercenary Team! Merryweather will provide on-the-job training and free usage of any of our many assets while on the clock, as well as flexible scheduling and performance-based compensation. Most importantly, we are waiving background checks ENTIRELY during this new hiring campaign! Call or click today and fill out an application to get started IMMEDIATELY!

=================

The Merryweather Update could be considered a more focused spin off of SecuroServ gameplay. Despite your history of constantly engaging in battle with Merryweather, they're not looking into their potential employees too hard so you should be able to join the ranks without too much trouble. Everyone has skeletons in their closet, right?

New Free Roam Work:
Activating yourself as a Mercenary will put you on call for the assistance requests by any of Merryweather's thousands of clients. At a moment's notice, you may be called upon to provide helicopter support, on-foot combat support, make an airstrike pass in a P- 996 Lazer, or more menial labor such as providing transportation via air or sea or dropping supply crates to the areas designated by the client.

When a player calls Merryweather for assistance, they are given the option to choose from Merryweather's standard services (the existing options), or the less-expensive freelance services.

When you join Merryweather, you are a Freelance Mercenary, and you will respond to those player requests. YOU will be the pilot that brings the Buzzard in when someone requests a backup chopper. YOU will be the driver of the Mesa that arrives when someone calls for Mercenary support. YOU will be the pilot doing airstrikes when a player calls for one. Etc.

Because you can't guarantee the skill level of a Freelance Mercenary, the fees for the services will be slightly reduced. Player clients will have the ability to select which player that want to hire for the task. Freelancers will be paid a bonus for successfully completing a request. So when a player client is looking through the list of available freelance operatives, your Merryweather rank - and specific fee will be visible to them. -Merryweather Mercenary outfits
-Merryweather branded casual clothing (hats, t-shirts, etc)
-Discounted prices on military vehicles adorned with Merryweather logos

-And much more!

As a Freelance Mercenary:
Open your quick menu. Under SecuroServ will be the option "Merryweather". Select it, then select "Register as Freelancer". Similar to MC President or CEO, you will be activated as a Merryweather Freelance Mercenary and displayed as such on the map.

When a call comes in and you are dispatched, you will receive a phonecall from the Merryweather Operator who will inform you that you've been hired for a job. You will be respawned inside the vehicle required for the job. If it is an aerial vehicle, you will be spawned in the air and the craft will be automatically controlled until you press a button/move a joystick. Fun idea.

Thought it could make a decent substitute for Cops DLC, since from what we have heard, Rockstar has no intention of letting us play as cops.

Cops sounds boring compared to this sh*t, and this sh*t does not require that much new things in comparison.

Except for a few clothes, locks,....many things like ai in lazer jets and options to be in one organisation working together already exist.

Some details like having specific roles would be something they have not done before though, but overall it should be doable, especially with a few tweaks.

Yep that was the idea. I try not to get too terribly crazy with my ideas, I like to try and fit them into systems that are already in place so that, for the most part, it's just a matter of recording some new dialog and pasting existing code into new places.

I just really liked the idea of being able to hire other players to do your dirty work. Seems like a good way to bring the game full circle, now that you can be a millionaire CEO and all..

I like how it sounds. I'll like it even more if we get weapon holsters :p

I just think the helicopter backup should simply be "air support" so the player helping you out has a choice of aircraft. Apart from that I like the idea, seems a little like LSPDFR which I love!

I thought about that, but I think there has to be more of a balance... however maybe that could be a whole additional service on top of helicopter backup. A more expensive one, of course.

I'd rather stick with Securoserv as a Security/Mercenary group. And let Merryweather just be cannon fodder for our Online characters.

Yeah that does probably make more sense. SecuroServ would become a direct competitor and then you wouldn't need to choose between services when calling MW, you just call SecuroServ instead when you need a chopper back up or something.
