You can get the transferring-player stuff with someone on old-gen's help, but the Independence Day and Halloween timed-exclusives are gonna require something more "hacky".

There are other ways, but yes. Go on a PS3/XB360, create an account, link that account to Social Club, yadda-yadda-yadda, you have the stuff available in your new-gen/PC account.

For the event stuff, all you gotta do for that is just wait. They'll probably put those vehicles back in the store when the events come around again this year. Then when you buy any of them, you'll basically unlock a permanent buy option for yourself on that character. They'll be available for purchase whenever.

 

Not much of an advantage for players careful with their money but for some rich people with plenty of spending money, they can just buy it and get rid of it in case they want to add it to their collection later but save the storage space now. Well, then. Whenever the event is.
