GTA Servers offline?

Hello, I haven't been able to join GTA in the last 2 days and when I look at the outage maps it says that GTA is offline in my location but my friend that live next site can join, idk why I can't join. But my question is, is there anyone else that can't join GTA online or know why I can't come into GTA online? Please help :)
