It was PC-only for an event around the release of Editor. Almost no one on consoles has it legitimately.

 

I got the K-JAH radio shirt, but apparently also got The Loneliest Robot shirt as well. PS4

The only one i had to "work" for was the robot tee,the others were available from first logging in. Kept getting the kjah and rose shirts wich ihad once upon a time but somehow got deleted.Didnt bother with a ticket because this happened to my beer hats as well and it took Rockstar a month to give them back and besides I'm not sure when they were deleted..hard to keep up with every little item smh.

Dec 22-24: Vinewood Zombie Reset and got Lonliest Robot

Dec 30-31: Fake Didier Sachs (first try)

Jan 1: Vinewood Zombie (first try)

 

I got 3 of the 5 shirts I didn't have, two of which I never had a chance for, and because I never reset the game since 12/22 I never lost the snow or the 50% sales bonus. I'm still delivering cars now for $150,000

I checked it again and just noticed that The Simian and Vampires on the Beach were not part of this giveaway.

 

Maybe because they were just part of the linked event weekend last year and not directly included in the halloween surprise?

There is a 3rd round, I had to leave my home first for the notification to pop up. I'd check in a clothing store anyway, I've got 3 tees altogether.

If you got Loneliest Robot and Didier Sachs then there's a good chance those were the only 2 you're missing, as they aren't officially released on consoles, that is, assuming you're on console.
